On June 2, 2007, 18-year-old, Kelsey Smith was abducted in broad daylight in a Target parking lot in Kansas City, Missouri. During the initial investigation, authorities attempted to use cell phone pings to locate Kelsey. However, Verizon, Kelsey’s phone carrier, was initially apprehensive about turning over her phone records. Following the sentencing of her killer, Kelsey’s parents worked with politicians to make missing person investigations easier.
